Development guidelines
Learn about technical guidelines for developers, consultants and engineers working on projects that involve Regional roads, natural heritage features or urban design standards. These documents set out what's required as part of the development application process.
Access Management Guidelines
When a new development or redevelopment requires access to a Regional road — such as a driveway or entranceway — the design must meet Niagara Region's access management requirements. These guidelines set out how access to the Regional road network should be planned and designed to maintain safe and efficient traffic flow for all road users.
The guidelines apply to a wide range of situations, including residential driveways, commercial entranceways and agricultural field access. They take into account factors such as road classification, speed limits, sight distances and proximity to nearby intersections.

Environmental Impact Study Guidelines
Development or site alteration near natural heritage features such as wetlands, forests, rivers and wildlife habitat may require an Environmental Impact Study. The study assesses whether a proposed development will negatively affect a natural feature or its ecological functions, and identifies measures to avoid or mitigate those impacts.
These guidelines apply to development applications under the Greenbelt Plan, Provincial Policy Statement, Regional Official Plan and local official plans. Applicants in the Niagara Escarpment Plan area or Niagara Peninsula Concersation Area Regulated Area may be subject to additional requirements from those agencies.
The need for a Environmental Impact Study and its scope should be confirmed through pre-consultation with Regional and municipal staff before work begins.

Model Urban Design Guidelines
The Model Urban Design Guidelines promote best practices for urban design in Niagara. They are intended to inform the design of development projects subject to the Planning Act, support the development of local design policies and secondary plans, and serve as a reference for good urban design where local guidelines don't yet exist.

Stormwater Management Design Guidelines
These guidelines help ensure that development, redevelopment and infrastructure renewal projects properly manage stormwater runoff. They apply to any project that may affect stormwater drainage within Niagara.
Transportation Impact Assessment Guidelines
New developments and redevelopments can affect how people move through and around Niagara by car, transit, cycling or on foot. A Transportation Impact Assessment identifies these effects and determines what improvements may be needed to support the development.
Niagara Region requires an assessment for most development applications that affect Regional roads or generate significant traffic. Unlike traditional traffic studies focused narrowly on vehicle volumes, our Transportation Impact Assessment guidelines take a multi-modal approach and assess impacts on all modes of transportation.
The need for a Transportation Impact Assessment and its scope should be confirmed through pre-consultation with Regional and municipal staff before work begins.
