Project overview

The Bemis Park Elevated Tank is located at 97 Coventry Rd. in Welland. The multi-leg elevated tank was constructed in 1965 and has a storage capacity of 5.7 million litres. The elevated tank requires replacement as part of Niagara Region's commitment to remove all multi-leg elevated tanks, since they do not meet current building and seismic code.

The 2016 Water and Wastewater Master Servicing Plan found deficiencies in the pumping and storage capacities within the Welland Water Distribution System. The high water level at Bemis is less than the high water level at Shoalts reservoir, creating operational difficulties in filling the Shoalts reservoir.

This Environmental Assessment will confirm the capacity restrictions and limitations within the entire Welland water distribution system and identify the storage and pumping requirements needed to operate the system efficiently.

The objective for this project is to develop the best upgrades within the entire Welland water distribution system. The process will begin with an assessment of the existing and future operational needs within the entire Welland water distribution system.

A complete computer modelling analysis of the entire existing water distribution system to aid in identifying at least three possible system-wide alternatives to improve overall efficiency and water quality. This will include investigating and confirming the best new location and potentially new hydraulic grade line for the Bemis Elevated Tank replacement.

The development of alternatives, evaluation and selection of the preferred alternative will proceed through a Schedule 'B' Class Environmental Assessment process.
