Public Information Centre #2 for Bemis Park Elevated Tank Class Municipal Class Environmental Assessment in Welland

Niagara Region’s 2021 Master Servicing Plan identified deficiencies in the pumping and storage capacities within Welland’s water distribution system. Niagara Region has also made a commitment to remove all multi-leg elevated tanks as they do not meet current building and seismic code.

With these considerations in mind, this Schedule B Municipal Class Environmental Assessment was initiated to support these recommendations and commitment by developing, evaluating and selecting a preferred storage facility site and transmission main route to replace the existing Bemis Park Elevated Tank and optimize water servicing within the Welland water distribution system.

Process

This study is being completed as a Schedule ‘B’ Class Environmental Assessment, satisfying Phases 1 and 2 of the Municipal Engineers Association Municipal Class EA process, which is a planning process approved under Ontario’s Environmental Assessment Act.

This study will define the problems and opportunities associated with the site, develop and evaluate alternative strategies for the system as a whole, determine a feasible solution, and identify methods to avoid or minimize impacts on the community and natural environment.

Public Information Centre #2

You are invited to Public Information Centre #2 to learn more about the study and give feedback to the project team. It will outline the development and evaluation of the alternative solutions, present the selected preliminary preferred servicing solution including the location of the new elevated tank and transmission main alignment. 

The Public Information Centre will be held online. To view the presentation and information materials, visit the Bemis Elevated Tank Replacement project page on Friday, Sept. 19, 2025.

Niagara Region welcomes feedback on the information shared. An online survey will be available through the project page and comments will be received until Friday, Oct. 3, 2025 at 5 p.m. Comments and feedback can also be provided to members of the project team by email.
