Notice of commencement and Public Information Centre #1 for North Service Road (Regional Road 39) Environmental Assessment in Lincoln
Niagara Region is completing a Municipal Class Environmental Assessment study for North Service Road (Regional Road 39) between the Queen Elizabeth Way interchanges at Victoria Avenue North and Jordan Road. The study area is approximately 2.8 kilometres long and does not include the interchange terminal areas.
North Service Road is an arterial road that forms the southern boundary of the Prudhommes Secondary Plan Area. The study will look at current and future transportation needs and identify improvements to support planned growth while integrating the vision for Prudhommes as a walkable, mixed-use waterfront community. It will also review traffic operations, road safety and opportunities to enhance pedestrian, cycling and transit infrastructure through a complete streets approach.
Process
The study is being completed as a Schedule C project under the Municipal Class Environmental Assessment, approved under the Ontario Environmental Assessment Act. The project schedule may change as the work continues. Alternatives will be evaluated to identify a preferred solution. Once complete, an Environmental Study Report will be prepared and made available for a 30-day public review period. At that time, a notice of completion will be issued.
Consultation with the public, First Nations, regulatory agencies and interested parties is a key part of the study process. The first of the three planned Public Information Centres is being held to introduce the project, present existing conditions and transportation challenges and gather feedback. A presentation will start at 5:30 p.m. to provide an overview of the project.

- Parking: Park in the Town of Lincoln parking lot on the north side of the fire station
Information materials will be posted on the North Service Road (Regional Road 39) Environmental Assessment project page starting July 8. Comments can be submitted until July 24.
