About the project

The remaining two phases of this project will be completed as part of a Municipal Class Schedule "C" Environmental Assessment, which identified the need for improvement in traffic operations, capacity and safety, all of which will be addressed as part of this project.

The budget for Phase 4 construction of West Street (Regional Road 20) from South Grimsby Road 5 to Wade Road (including Wade Road from West Street to its southern limit) was approved in 2024.

  • Phase 5: St Catharines Street (Regional Road 20) from Canborough Street (Regional Road 14) to Industrial Park Drive
    Phase 5 will see the construction of curb bump-out parking in key areas, upgraded illumination and the revitalization of the storm sewer with full resurfacing.
  • Phase 4: West Street (Regional Road 20) from South Grimsby Road 5 to Wade Road
    Phase 4 will see the reconstruction of Regional Road 20 to a full urban cross section, with new storm sewers, upgraded sidewalks and illumination. Watermain and sanitary sewer works will be completed on behalf of West Lincoln.
  • Phase 1, 2 and 3: Complete

    The three phases of this project are now complete.

    The project was completed as part of a Municipal Class Schedule "C" Environmental Assessment, which identified the need for improvement in traffic operations, capacity and safety, all of which have been addressed as part of this project.

    Niagara Region, in partnership with West Lincoln, worked on the following elements for this project:

    Phase 1, 2 and 3

    • Construction of the Smithville Square Parkette and parking lot
      • This involved the conversion of an existing parking lot into a public green space which was still able to accommodate ample parking
    • Reconstruct the intersection of West Street (Regional Road 20) and Station Street (Regional Road 14) into a signalized intersection
      • This involved the conversion of the two-way stop into a signalized intersection, including new sidewalks and upgraded decorative signal poles
    • Construction of the Station Street Parkette, upgraded sidewalks and decorative illumination, milling and paving of the road surface of West Street (Regional Road 20) between Station Street and the newly construction multi-use arena
    • Reconstruct the intersection of St Catharines Street ( Regional Road 20) and Townline Road into a single-land roundabout, including storm drainage, sidewalks, bike lanes and illumination
      • Reconstruct the intersection of West Street (Regional Road 20) and South Grimsby Road 6 into a single-lane roundabout, including storming drainage, sidewalks, bike lanes and illumination

      This project was completed the second week of October, approximately three weeks ahead of the completion date (Oct. 31), and came in approximately $300,000 under tender bid price at completion.

      The success of this project could not have been achieved without the cooperative attitude of the entire project team: Rankin Construction (contractor), Associated Engineering (consultant), Township of West Lincoln and Regional staff.

Local Information

Businesses remain open

Temporary lane, sidewalk and driveway closures may happen from time to time, but access to businesses will be maintained at all times.

Expected traffic delays

Regional traffic will be kept open to through traffic during construction. However, throughout construction there will be temporary lane restrictions which will result in delays. Drivers can avoid delays by using alternative routes.
