About the project
Welcoming Streets Initiative is a pilot program operated by REACH Niagara and Positive Living Niagara in downtown St. Catharines.
Outreach workers and allied peer support workers connect individuals in the area to appropriate supports with the aim of improving and fostering:
- Neighbourhood conditions
- Relationships with local businesses
- A positive street culture rooted in mutual respect and collaboration

Council approves the pilot program in downtown St. Catharines
January 2025 - completed
Execute contract for Welcoming Streets Initiative
February to March 2025 - completed
Design detailed program; finalize scope and requirements
April 2025 - completed
Onboard team and conduct training activities
May to December 2025 - in progress
Implement program and conduct ongoing evaluation of Welcoming Streets Initiative
