Before any new waste collection program, facility or landfill is developed or implemented, the concepts and procedures need to be studied either by research or by running pilot programs.
Approvals are often required from the Province and public consultation must be undertaken. In addition, financing plans have to be prepared. These services are the responsibility of the Policy and Planning Section.
