Reporting to the Manager Special Projects, the Senior Planner is primarily responsible supporting the approval of locally and privately initiated Secondary Plans both in terms of approvals and technical expertise and resources.

This position is also responsible to provide for leadership for a wide range of planning and policy matters, preparing reports on a wide range of complex and politically sensitive projects, issues and proposals.


1. Leads and manages the approval of locally and privately initiated Secondary Plans, both in terms of approvals and technical expertise and resources. These plans involve complex and politically sensitive land use and community planning policy, planning policy processes, undertaking specialized research from problem identification to implementation. 2. Supervises the Secondary Planning team facing service responsible for customer service to local municipalities and applicants. 3. Leads review of specialized policies, guidelines and standards to ensure conformity with the Regional Official Plan, provincial legislation, federal legislation, and provincial plans under the Ontario Planning Act. Assesses and analyzes these matters to develop recommended implementation through the Regional Official Plan, Regional policies, guidelines, standards and programs. 4. Represents Niagara Region administrative departments (Planning and Development Services, Public Works, Public Health) on Technical Committees (e.g. Source Protection Committee State of Aggregate Resource Committee). 5. Provides functional guidance to staff and contractors, providing work direction, assigning tasks/projects, determining methods and procedures to be used, resolving problems, and ensuring results are achieved.


  • A minimum of seven (7) to ten (10) years of progressively responsible, relevant municipal planning experience.
  • 2 years supervisory experience.
  • Full membership in the Canadian Institute of Planners (CIP) in good standing.
  • Registered Professional Planner (RPP) accreditation, in good standing.
  • Sound knowledge of the Planning Act and Regulations, Provincial policies, plans and guidelines, Regional Official Plan, Growth Management, Regional and Local planning policies, infrastructure planning and environmental assessments
  • Experience with the preparation and approval of Secondary Plan documents. Knowledge of project management norms and practices.
  • Working experience in both Development Approvals and Long Range Policy Planning as well as an understanding of Urban Design principles and precedents.
  • Ability to lead the procurement of consultants, management of consultant's work and staff, and financial accountability for project budget for consultant assignment.
  • Computer applications experience with MS Office (Word, Excel, Access, and Power Point), MS Outlook, MS Project or other Project Tracking Systems.
  • Qualified as an expert in planning to provide independent professional opinion before tribunals such as the Ontario Municipal Board.
  • Knowledge of and seven (7) years' experience in the preparation of specialized plans and studies related to secondary, neighbourhood and urban design plans. Working experience and familiarity with archaeology, noise, traffic impact, site servicing, hydrogeological studies, environmental and natural heritage matters preferred.


  • 4 year post-secondary degree in Planning from a CIP accredited planning program.
  • Master's degree in Planning from a CIP accredited planning program is preferred.

Special Requirements

  • Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.
  • Must possess and maintain a valid and unrestricted specified license for the class of the vehicle operated.
  • May be required to support emergency operations under the incident management structure, at the direction of the Emergency Operations Centre Director
