Regional Councillor Carlos Garcia is serving his first term on Regional Council. He serves on the Corporate Services Standing Committee and also sits on the Culture Advisory Committee.

Councillor Garcia has over 35 years of business experience. He has held various management positions in marketing and strategic planning in the private sector and was Director of the Food and Agriculture division of the Federal Government’s Anti-Inflation Board. In Ottawa he was also responsible for directing the economists at the Food Prices Review Board.

He has managed his own consulting firm specializing in long term strategic planning since 1987 and has developed strategic plans in a broad variety of industries, including: food processing and food service, computer hardware and software, poultry and beef farming, healthcare, retail and sports and entertainment. Clients have included, among others: John Labatt Limited, the Toronto Skydome, Major League Baseball, Cuddy Foods and Farms, Warner Brothers Studio Stores and the Basketball Hall of Fame. His consulting work has included assignments in North America, Europe, the Far East and Africa.

Councillor Garcia has extensive experience as a community volunteer. He is Co-Founder and Executive Vice-President of PROUD Port Dalhousie, Niagara's largest volunteer heritage organization (600+ members). PROUD worked closely with the community, City Council and staff to pursue and obtain heritage designation for historic Port Dalhousie and also designed, and raised funds for, heritage street and entrance signs for the new heritage district which were donated to the City. In 2009, PROUD received the Province’s prestigious June Callwood Award for its volunteer work.

He is also a member of the St. Catharines Branch of the Architectural Conservancy of Ontario and of Climate Action Niagara and is Past Chair of the Port Dalhousie Heritage District Advisory Committee and of the Program Committee of Canadian Save the Children. In addition, he is a member and past President of the Burnt Lake Association, an organization focused on environmental preservation.

Councillor Garcia holds a B.Sc (Mathematics), M.Sc. (Physics) and M.B.A. (International Business) and is fluent in Spanish and partially fluent in French.
