The Property Assessment and Taxation Review Committee Terms of Reference outlines the committee's composition, authority, meetings, reporting, mandate and procedure.
The Property Assessment and Taxation Review Committee will be accountable to Council with appropriate reporting to the Corporate Services Committee. Relevant members of the Technical Advisory Committee are to support the works of the Property Assessment and Taxation Review Committee.
With the approval of Council, the committee may retain persons having special expertise to assist the committee in fulfilling its responsibilities.
The Property Assessment and Taxation Review Committee is to meet at least four times per year; however, it is envisioned that additional meetings may be necessary leading up to Council's approval of the annual tax policy report. Additional meetings may be held as deemed necessary by the Chair of the committee or as requested by any member.
The minutes of all meetings of the Property Assessment and Taxation Review Committee will be provided to the Corporate Services Committee. Oral reports by the Chair on significant matters not yet minuted may be provided to the Corporate Services Committee at its next meeting.
Supporting schedules and information reviewed by the committee will be made available for examination by any Councillor upon request to the secretary of the committee.
An annual assessment of the effectiveness of the committee against the mandate should be conducted and reported to the Corporate Services Committee.
The Property Assessment and Taxation Review Committee's role is to review tax policy and to clearly formulate and articulate policy recommendations for the Corporate Services Committee and Council's consideration.
A work plan will be developed taking into account timing for implementation of appropriate taxation and budgeting formulation policies as necessary for the area and regional municipalities. The work plan will also ensure alignment with other task forces where necessary.

As an advisory committee of Council, the Property Assessment and Taxation Review Committee shall be governed by the sections of the Region's Procedural By-Law relating to advisory committees.
