About the Project

Construction of a new GO Train station in Grimsby is a significant infrastructure investment that will have considerable benefit to the community.

Niagara Region has partnered with the Town of Grimsby to develop a Secondary Plan which provides a 20-year vision and planning framework to guide transit-supportive development around the new GO station.

The Secondary Plan has been inserted into the Town's Official Plan and contains policies and guidelines for development or redevelopment which is complimentary to the existing community.

The plan also identifies capital infrastructure improvements necessary to provide residents and commuters with safe and efficient access to Grimsby's GO station.

Final Approved Secondary Plan

The final approved Grimsby GO Transit Station Secondary Plan has been consolidated into the Town of Grimsby's Official Plan as Section 12, including associated schedules 'G' through 'K'.

Secondary Plan Objectives

  • Create a vibrant, mixed use node that provides for a full range of uses
  • Improve active transportation connectivity between the waterfront and station area
  • Leverage waterfront development opportunities
  • Develop new public spaces
  • Improve Casablanca Blvd. and the South Service Rd. streetscapes
  • Ensure a high quality of design at the gateway station area
  • Protect stable residential neighbourhoods south of the railway and provide for appropriate transitions

Identified Capital Improvements

The Secondary Plan identifies and recommends phasing for capital improvements necessary to enable safe and efficient access to the GO Station.

The Region is undertaking studies, such as the Casablanca Blvd. and Livingston Ave. Extension Environmental Assessments, to assist with determining specific design details and elements that will be included as part of each improvement.

Capital improvements identified within the Secondary Plan include:

  • Streetscape and Roadway Improvements
    • Casablanca Blvd.
    • South Service Rd.
    • Hunter Rd.
    • Livingston Ave. extension
    • Neighbourhood traffic improvements (east of Casablanca Blvd., north of Livingston Ave.)
  • Bike Routes / Lanes Improvements
    • Casablanca Blvd.
    • South Service Rd.
    • Hunter Rd.
    • Industrial Rd.
    • Roberts Rd.
  • Multi-use Trail Improvements
    • Access to the GO station from Livingston Ave.
    • Access to the GO station from Casablanca Blvd.
    • QEW pedestrian crossing from South Service Rd. to Windward Dr.
  • Public Space Improvements
    • Major Gateway at South Service Rd. and Casablanca Blvd.
    • New public space at South Service Rd. and Industrial Dr.
    • New public space east of Casablanca, south of South Service Rd.

Public Engagement

The Grimsby GO Transit Station Secondary Plan was shaped through an extensive public engagement process.

In total, the Town of Grimsby and Niagara Region hosted five information and workshop sessions, and conducted an online survey to collect feedback from the community.
