The Glendale Niagara District Plan is being prepared by Niagara Region in cooperation with the Town of Niagara-on-the-Lake and City of St. Catharines.
The purpose of the study for the Glendale Niagara District Plan is to develop an exciting urban vision for an area that has been identified to accommodate high density, mixed-use urban growth.

Through consultation with stakeholders and the public, visioning and background work will be completed as part of the study starting in Spring 2018.
This information will inform the vision for growth, key strategies, appropriate land use designations, and associated policies to guide future development of the lands.
The Glendale District Plan was endorsed by Regional Council on September 17, 2020. Further to this endorsement, the Region has approved Regional Official Plan Amendment 17 to implement the vision and policy direction of the District Plan in the Region’s Official Plan. The Region will also be working with the Town of Niagara-on-the-Lake to update the Glendale Secondary Plan to implement the District Plan direction at the local level.
A District Plan is a pro-active development strategy that supports the Region's focus on growth and economic prosperity. It's the framework for the land-use planning, design and development of complete communities in areas that currently are, or have the potential to become, iconic in nature.
District Plans are endorsed by Regional Council and the affected local area municipal council(s) as strategic land-use documents.
