1. The pool water clarity is such that the required black disc on a white background at the deepest point of the pool cannot be seen clearly from any point on the pool deck nine meters away. A bather in difficulty under the water surface may not be seen and therefore could result in injury or death of a bather. 2. The Free Available Chlorine (FAC) was observed to be less than .5 milligrams per litre. Lack of residual Free Available Chlorine in the pool may lead to the spread of infectious diseases among bathers; and 3. Lack of means of preventing access to the pool when the pool is closed (no means of locking the entrance to the pool). Accidental access to the pool area by person(s) could result in injury or death.
