Summary


Reporting to the Associate Director, Waste Disposal Operations & Engineering, this role ensures the highest standards of operational efficiency, contract management and environmental compliance directing and overseeing the operations of the open landfill sites and maintenance of closed landfill sites, including the residential waste drop-off depots and associated facilities.



Education

  • Post-secondary diploma in Environmental Management, Conservation, Science, Engineering, or related discipline.
  • An equivalent combination of education, experience and qualifications may be considered.
  • Bachelor’s Degree in Environmental Science, Engineering, or related discipline is preferred.

Knowledge

EXPERIENCE
  • Minimum five (5) years previous experience at least three (3) years supervisory experience preferably in a union environment.
  • Knowledge/experience in aspects of disposal/landfill operations including residential waste drop-off depots, leaf and yard waste composting facilities, open landfill operations, and management of closed landfills.
  • Knowledge of environmental regulations, their significance and potential impact.
  • Experience in landfill gas collection and containment system operation would be an asset.
  • Experience in constructed wetland operation would be an asset
  • Contract Management experience is preferred.
  • Experience in scale house operations would be an asset.
  • Must hold a Landfill gas operator certification, or will acquire same within a reasonable period of time following appointment.
  • Manager of Landfill Operations (MOLO) certification, or will acquire same within a reasonable period of time following appointment.
  • Must hold a Transportation of Dangerous Goods (TDGA) certificate or will acquire same within a reasonable period of time following appointment.
  • Manager of Landfill Operations certification preferred.

Responsibilities

1. Directly manage staff in overseeing contractors conducting operations and maintenance work at landfill sites and ensure quality and timeliness of their work.
  • Ensure all aspects of contracts are met, according to specifications and highest standards.
  • Maintain site-specific Operations and Maintenance Plans and keep plans updated.
  • Schedule surveys and oversee that contractors fill to approved waste elevations in accordance with design plans.
  • Ensure the cleanliness and maintenance of the physical property of the landfill sites through inspections and preventive maintenance programs.
  • Meet regularly with contractors and staff to review work completed, performance, and develop operational plans.
  • Review and submit inspection reports, contractor performance reports and operations reports in a timely manner.
  • Review current methods and procedures, investigate, recommend changes to the Associate Director and implement the changes.
  • Lead short term site planning, including site surveys, compaction surveys, preparing development plans and site capacity studies.
  • Oversee the leaf and yard waste composting facilities and special operations such as wood grinding, leachate pumping station maintenance, leachate collection system flushing, and reusable materials drop-off and Household Hazardous Waste (HHW) depots.
  • Undertake and complete projects related to both site maintenance and capital improvements.
  • Develop, implement and maintain standard operating procedures.
  • Ensure compliance with the provisions of the Occupational Health and Safety Act and Regional policies and procedures.
  • Keep abreast of pertinent Provincial legislation and regulations and technical developments affecting waste management operations.

2. Supervise staff, coordinating and planning work, providing work direction, assigning tasks and projects, determining methods and procedures to be used, monitoring quality of work, resolving problems and ensuring assigned results are achieved.
  • Enable results with the organization’s human capital strategy to foster employee engagement.
  • In conjunction with the Manager provides training and development, coaching and discipline when necessary, and manages staff recruitment.
  • Ensure focus is service excellence, communication/transparency, innovation, and data integrity and work flow integration.
  • Ensure staff has the information and resources to make successful plans and decisions.
  • Ensure all people related issues, including recruitment, grievances and labour relations issues, are aligned to HR and Corporate standards and practices.
  • Help to break down barriers to employee success, ensuring collaboration and cooperation with other teams within their division and department.
  • Ensure Occupational Health & Safety policies, programs and practices are implemented, and maintained.  This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly.
  • Ensure all individuals under supervision have been informed of hazards and instructed on the necessary risk control and emergency response measures.

3. Ensure conditions of sites Environmental Compliance Approvals are met.
  • Ensure that sites are in compliance with Ministry of the Environment and Climate Change (MOECC) Environmental Protection Act and Regulations, Ministry of Labour, Waste Management By-Law, and other government regulations and guidelines.

4. Manage and administer annual and multi-year Capital and Operating budgets for which they are delegated authority ensuring support of Council’s objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, and financial reporting is effectively managed in compliance with corporate financial policies.
  • Administer and approve the acquisition of goods and services for their direct reports in accordance with the procurement policy.

5. Operate and monitor the landfill gas collection and containment system (LGCCS) and the constructed wetland.
  • Serve as construction project manager for cell development and other site improvements.
  • Coordinate with third party contractors the repairs and maintenance of the GCCS, LCS, constructed wetland and other systems.
  • Oversee the maintenance of naturalization sites, leash free dog parks and closed landfill sites.
  • Interact with landfill customers to ensure customer satisfaction and improve efficiency, and address complaints/inquiries.
  • Investigate and resolve complaints in a timely manner.
  • Maintain positive relationships with government agencies, local municipalities, and other stakeholders.
  • Represent the Region at landfill public liaison committees and other Corporate Committees, as required.
  • Provide input into waste management policies/procedures, as required.

Special Requirements

  • In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance.
  • Must possess and maintain a valid and unrestricted specified license for the class of the vehicle operated.

Shift Information

Will be required to work on Saturday on a rotating basis.
