2018 Election of the Regional Chair
The next municipal election will be held on Monday, October 22, 2018.
For the first time, the Niagara Regional Chair will be elected by general vote.
Candidates cannot raise or spend any money on their campaign until a nomination paper is filed.
Contributions are considered to be any money, goods or services given to and accepted by, or on behalf of the candidate for their campaign.
A candidate's election period begins on the date the candidate files a nomination paper. It is the responsibility of each candidate to ensure they are qualified to run for Regional Chair.
Become a Candidate for Regional Chair
Nomination papers for Regional Chair can be filed in-person or through an agent. Faxed or electronic submissions will not be accepted.
Nomination papers will be received by the Regional Clerk from May 1 to July 26, 2018 at:

- A nomination paper must be signed by 25 eligible voters supporting the nomination. The individuals providing signatures must sign a declaration stating they are eligible to vote in the municipality / region on the day they signed the endorsement.
- Each candidate must provide proof of Canadian citizenship in a form acceptable to the Clerk. It is the candidate's responsibility to file an authentic nomination paper.
- Each candidate must complete a Declaration of Qualification as part of the nomination form
Nomination forms will be available April 2018.
The fee for filing a nomination paper is $200. It must be paid by cash, certified cheque, debit or money order payable to Niagara Region.

Qualifications and Nomination Information
Role of the Regional Chair
The Regional Chair is the head of Regional Council and the Chief Executive Officer of the Regional Corporation.
The duties of the Regional Chair are described in the Municipal Act, 2001. The Regional Chair:
- Acts as Chief Executive Officer of the municipality
- Presides over Council meetings so that its business can be carried out efficiently and effectively
- Provides leadership to Council
- Provides information and recommendations to the Council with respect to the role of Council:
- To ensure that administrative policies, practices and procedures and controllership policies, practices and procedures are in place to implement the decisions of Council
- To ensure the accountability and transparency of the operations of the Region, including the activities of the senior management of the Region
- Represents the Region at official functions
- Carries out the duties of the head of Council under the Municipal Act or any other Act
As chief executive officer of the Region, the Chair is required to:
- Uphold and promote the purposes of the Region
- Promote public involvement in the Region's activities
- Act as the representative of the Region both within and outside the Region, and promote the Region locally, nationally and internationally
- Participate in and foster activities that enhance the economic, social and environmental well-being of the Region and its residents
Qualifications for Regional Chair
Every person is qualified to be elected or hold office for Regional Chair, if on the day the nomination paper is filed, the person is:
- A Canadian citizen
- At least 18 years of age
- A resident of a local area municipality in Niagara (Fort Erie, Grimsby, Lincoln, Niagara Falls, Niagara-on-the-Lake, Pelham, Port Colborne, St. Catharines, Thorold, Wainfleet, Welland and West Lincoln)
- An owner or tenant of land in any of the local area municipalities in Niagara region, or the spouse of the owner or tenant
- Not legally prohibited from voting
- Not disqualified by any legislation from holding municipal office
- Entitled to be an elector in a local area municipality within Niagara
Candidates for Regional Chair may reside or own property anywhere in Niagara region. Electors may vote where they live in any of the local area municipalities, for the Regional Chair, on the local municipality ballot.
Niagara Region Employees
Employees of the Regional Municipality of Niagara or its local boards who wish to run for Regional Chair must take an unpaid leave of absence as of the day the employee is nominated and ending on voting day, before filing a nomination paper.
The employee must provide a copy of the documentation showing they have taken the leave of absence and the effective date.
If elected, the employee must resign their position with Niagara Region.
Who cannot be a Regional Chair candidate
The following are disqualified from being elected or holding office as Regional Chair:
- A judge of any court
- A member of the Provincial Legislature, the Federal House of Commons or Senate who has not resigned from their office by the close of nominations. Proof of resignation must be provided by the close of nominations or the Clerk will not certify the nomination.
- A candidate who failed to file the necessary financial statement in the last municipal election or by-election
- An inmate serving a sentence in a penal or correctional institution
Withdrawing a nomination
If a candidate decides they no longer wish to run for the Office of Regional Chair, the following must occur:
- File the Withdrawal of Nomination form in-person
- Provide identification
- File a financial statement by the deadline date
The last day to file a withdrawal is Friday, July 27, 2018 between 9 a.m. and 2 p.m.
Reasons for Regional Clerk to reject a nomination
By 4 p.m. on July 30, 2018 (the Monday following nomination day), the Regional Clerk must examine each nomination filed.
If satisfied, and the nomination complies with the Municipal Elections Act, 1996, the person is qualified to be nominated and the Regional Clerk shall certify the nomination paper.
If not satisfied, the Regional Clerk shall reject the nomination and give notice to the person who sought to be nominated and all other candidates for that office. The Regional Clerk's decision to reject a nomination is final.
The Regional Clerk may consider the following criteria in the decision to reject or certify nominations:
- The candidate has refused or declined to provide proof of qualification or identification suitable to the Regional Clerk
- The candidate does not meet the eligibility requirements set out under Section 29(1) of the Municipal Elections Act, 1996
- The nomination form is not complete in its entirety or the filing fee has not been paid
- The necessary financial statement was not filed for the previous regular election or any new election in which the individual may have been a candidate
