Why this measurement is important

This indicator is important as it brings visibility to the overall demand for community housing and the amount of time that an individual may have to wait before they are placed in community housing.

How we measure this data

As reported by the Municipal Benchmarking Network Canada with oversight by Niagara Region Community Services, Housing Services.

Housing Services divides the number of housed individuals by the number of individuals on the rent-geared-to-income (RGI) waiting list.

Progress and advancements

The decline in the local economy, lack of rental development, low vacancy rates and lack of affordability of rental units has affected unit turnover and the ability to house applicants.

The Niagara Region community housing waiting list placement rate declined year-over-year from 2018 to 2021. The 2023 placement rate declined slightly from 2022 (5.97 per cent), however is in line with the median performance of the ten municipalities in the 2023 Municipal Benchmarking Network Canada survey, which was 4.86 per cent.

In 2021, the number of individuals on the rent-geared-to-income (RGI) waiting list increased to 7,884 from 6,598 in 2020, which has reduced the waiting list placement rate.

About this indicator

Percent of community housing wating list placed annually, including rent-geared-to-income units, market units and rent supplement units that were available in the year reported.

Vacancy rates, rental costs and the number of applications may impact results on a year-to-year basis.
