Rationale and analysis

Why this measurement is important

Execution of maintenance activities such as pothole repair is impacted by the performance and condition of a roadway. This indicator reflects the overall level of maintenance and, therefore, condition of Niagara's paved lanes and roadways.

The integrity and condition of a roadway is affected by many factors, including seasonal changes such as freeze/ thaw cycles, precipitation events as well as vehicular traffic demand throughout the year. Moreover, maintenance demands and requirements on a section of roadway increase when a road approaches its end-of-life cycle as identified through inspection.

How we measure this data

As reported by Public Works, Transportation Services.

The calculation to determine number of potholes filled is based on material used, if unable to count actual number of potholes.

When estimating the number of potholes the amount of asphalt material used in the repair of a pothole is divided by 0.0054 metric tonnes to get the number of potholes repaired (0.0054 tonnes is the average amount of asphalt to repair a typical pothole).

One pothole is equivalent to 5.4 kilograms of asphalt (or 0.0054 metric tonnes)

Progress and advancements

To mitigate roadway deterioration and to strive to preserve the integrity of pavement, operational and maintenance activities remained constant in 2021 across the Regional road network.

Continued technological advancements in operational equipment continue to enable an increase in the amount of asphaltic material applied to Regionally-owned roadways to address deficiencies in 2021.
