Development Charges Rebate Program for City of St. Catharines

As announced in the Ontario Fall Economic Statement, the Provincial government has decided to cancel the Development Charges Rebate Program. As a result, applications will no longer be accepted.

Rebate Program for Purpose-built Market Rental Units

The Province of Ontario has approved $2.8 million in funding over five years to rebate Regional and Education Development Charges paid for the construction of purpose-built market rental units in the City of St. Catharines.

Niagara Region will administer the program on behalf of the City.

Approval of applications is subject to Provincial approval of the Region's Take-Up Plan.

Rebates approved by the Region will align with the Province's allocation for the City, net of funding for administrative costs:

General Requirements

Development must be purpose-built market rentals in the City of St. Catharines. Purpose-built includes high-rises, mid-rises and town homes. It does not include single, semi-detached, duplexes / triplexes and retirement homes.

  • Units eligible for rebate must rent at less than 175 per cent of Canadian Mortgage and Housing Corporation Average Market Rents (see historical rents below)
  • Development must be kept as a rental for a minimum of 20 years
  • Eligibility only applies to new building permit applications. No building permit will have been issued prior to application and approval.
  • Rebates will not apply to units that benefit from any Ministry of Housing or other housing supply programs, including the Investment in Affordable Housing Program, Social Infrastructure Fund-Rental Components, and Provincial Affordable Housing Lands Program
  • Other Regional or Municipal incentives may apply to the development. However, the value of all incentives and rebates for the development will not exceed total Development Charges payable.

Requirements upon Approval

Approved development must:

  • Provide an Initial Occupancy Report with starting market rents by bedroom type for units that are in receipt of Provincial Rebate with a comparison to the average market rent threshold
  • Annually provide an Attestation of Rental Status for 20 years in a form to be determined by the Province
  • Annually provide a report of the rents by bedroom type for units that received a Provincial Rebate in a form to be determined by the Region for 20 years
  • Enter into a Rebate Agreement which will be registered on title

Approval Process

Approvals will be provided on a first come, first serve basis. However, this is subject to change based on interest.

Niagara Region reserves the right to modify the approval criteria in the future depending on interest and availability of funding. Future priority approval may be given to developments based on the following parameters:

  • Unit rents that are at 150 to 170 per cent of the Canadian Mortgage and Housing Corporation Average Market Rent
  • Number of units provided
  • Type of units provided
  • Public good created

Approved developments will pay the development charge prior to issuance of the building permit and will be provided with the rebate as follows:

  • 50 per cent upon execution of the Rebate Agreement, including Development Information Form or permit issuance, whichever is later
  • 50 per cent with occupancy permit and completion of the Initial Occupancy Report
