Class Environmental Assessment Study and Preliminary Design for Burgoyne Bridge (Structure # 081220)

Niagara Region has initiated a Class Environmental Assessment and Preliminary Design Study for the Burgoyne Bridge, which presently carries Regional Road 81 (St. Paul Street West) over Twelve Mile Creek and Highway 406, in the City of St. Catharines. This study has been initiated based on recommendations from an evaluation, detailed inspection and rehabilitation/replacement analysis completed in August 2010. The report recommended that the Region immediately begin the process for implementing the preferred solution, beginning with a Class Environmental Assessment. Subsequent to the completed analysis, the objectives of the Class Environmental Assessment and Preliminary Design Study will be to:

  • Confirm and document the need to rehabilitate, replace and/or realign Burgoyne Bridge
  • Meet the requirement of the Municipal Class Environment Assessment, including the establishment of need, evaluation of alternatives, consultation with the public, and the recommendation of a preferred solution
  • Prepare a preliminary design of the bridge based on the preferred solution
  • Complete the design to allow for construction in 2014

In accordance with Ontario's Environmental Assessment Act, Niagara Region has planned this project under Schedule "C" of the Municipal Engineer's Association's Municipal Class Environmental Assessment, October 2000, as amended in 2007.

As part of the study, three Public Information Centres will be held to provide technical agencies, interested members of the public and the business community an opportunity to review the study scope and discuss study issues including alternative solutions, impacts and evaluation criteria.

  • The planning process being followed
  • Study background and relevant issues
  • Key constraints/criteria to be considered in developing a solution

Following a brief presentation by the project team, meeting attendees will be encouraged to review the information on display and individually discuss any issues/concerns that you may have with members of the project team. Interested members of the public, local business community, technical agencies, and interest groups are encouraged to attend.

Following the Public Information Centre, the project team will consider the comments received in developing alternative and recommended solutions for the bridge. A second Public Information Centre will be held in the near future to present and obtain comments on a recommended solution. Details regarding this Public Information Centre will be advertised via a similar notice as the study progresses.
