Niagara 2031 reached the end of Phase 4 in December 2008, where a Preferred Growth Option for Niagara was recommended. The Preferred Growth Option (also known as "Option D") is the result of rigorous analysis and extensive community engagement.
Preferred Growth Option (Option D)
Option D is being recommended for adoption because it:
- reflects input received from public and stakeholder engagement
- meets Provincial policy objectives for containment of sprawl, intensification, and Greenfield development densities
- meets the Region’s objectives for servicing, economy and finance, human services, public health, the environment, and social and cultural considerations
- supports the Region’s objectives for the Urban Growth Centre in St. Catharines, and the Gateway Economic Zone and Centre in Niagara Falls, Fort Erie, and Welland/Port Colborne
